Meeting Minutes
December 12, 2016

The meeting was called to order at 7:00pm EST.  In attendance were: Al Clark, John Long, Andy Roy, Meka Taulbee, and Sherri Campbell. Luther Carpenter (US Sailing Olympic team coach) also joined the call for the Worlds berth discussion.

1.The minutes from October 10, 2016 call were approved as distributed.

2. Office Report
a.    The Laser Sailor – Winter 2017: issue has been printed and will be mailed shortly.
b.    Finances – 11/30/16 report distributed prior to the call
c.    Membership – 11/30/16 report distributed prior to the call
3.Old Business
a. 2017 Schedule – Sherri noted that this is nearly complete with the exception of a host for the US Nationals.  She is in communicated with a potential host.
b.World Council meeting debrief – Andy attended the two day meeting in the UK in November. It was a good and productive meeting with a session with the builders and then another session without them present. There was continuing discussion about the supply issues as well as news about the new top section and other development projects in process.
4.New Business
a. 2018 Schedule – Sherri reported that the North Americans, US Nationals and several other regattas have already been set.  The 2018 grid is also in the Winter 2017 issue of TLS.
b. 2017 Worlds Qualification exemption request – Luther Carpenter (US Sailing Olympic team coach) spoke about the situation with the upcoming 2017 and 2018 Womens Radial Worlds. He explained that World Sailing’s new system will use the 2018 Super Worlds (with berths to be designated through MNAs rather than through the classes) as the first country qualifier for the 2020 Olympic Games and that the entries to the 2018 Worlds will be based on the results from the 2017 World Championships. In essence, the countries with multiple top finishers at the 2017 Worlds will get more berths at the 2018 Worlds. He went on to explain that some US women, considered by US Sailing to be contenders for good results at the 2017 Worlds, did not compete at regattas in North America in 2016 and therefore did not earn outright berths nor accumulate adequate Grand Prix points to assure them berths in the intial round of berth offers for the 2017 Worlds. His request was for ILCA-NA to increase the number of discretionary berths allocated to US Sailing from the current one to three in order for the three women he identified to have a guaranteed berth at the 2017 Worlds and allow them to plan their time and budgets accordingly now. The group thanked Luther for the background information and he was excused from the call. Discussion continued with Al Clark adding that while he understood the issue raised, there were opportunities for all sailors, with the exception of the CAN and USA representatives to the Womens Radial Class at the 2016 Olympic Games, to participate on some level at North American events and earn a berth based on the WQ system in place.  The group also discussed that the ILCA-NA qualification system has been a constant for many years and the one discretionary berth allocated to each MNA is set up to cover the situation such as occurred with the 2016 Olympians. All felt that with our system posted for quite some time, this request came very late in the process and that it would not be fair to the women who have qualified using the known system to now tell that they don’t have a guaranteed berth. Sherri was directed to relay this summary to Luther and to encourage all USA women interested to apply to ILCA for a Worlds berth as soon as that process is active.  There was further discussion about making changes in the 2019 and 2020 WQ system. It was suggested that perhaps Luther and a CAN representative could be asked to help Sherri with that project.
